The esterification of 2-carboxyphenylcarbamic acid anhydride (I) with N-(2-hydroxyethyl)nicotinamide (II) by means of NaOH in hot dioxane gives the corresponding ester of anthranilic acid (III), which is then condensed with 4,7-dichloroquinoline (IV) in refluxing ethanol.
